On the news front, Hong Kong's three main indices opened higher on November 3: the Hang Seng Index added 76.32 points, or 0.33%, to 23,469.64, the Hang Seng TECH Index rose 13.76 points, or 0.36%, to 3,853.17, and the Hang Seng China Enterprises Index gained 0.35% to 7,933.91. Large technology names advanced broadly, with Xiaomi up 1.92%, NetEase 1.69%, JD.com 1.67%, Bilibili 0.96%, Alibaba 0.45%, Meituan 0.41% and Tencent 0.25%, while Baidu fell nearly 1%; by sector, gold miners rebounded as spot gold broke above US$3,960, airlines, catering, autos and Chinese brokers rose, while memory semiconductors, optical communications and oil stocks slipped, with PetroChina down more than 2%. On policy, the People's Bank of China, the National Financial Regulatory Administration and the China Securities Regulatory Commission held a symposium on November 2, confirming that the relending facility for share buybacks and increases will shift from a temporary arrangement to a long-term institutional one, with its rate cut from 1.25% to 1%; the PBOC also said it would conduct a swap facility operation for securities, fund and insurance companies on November 3, with a one-year term that can be extended, after 31 securities and fund companies applied for more than RMB100 billion of quota.
The CSOP Hang Seng TECH Index ETF (03033.HK) tracks the Hang Seng TECH Index. The index covers the largest 30 Hong Kong-listed companies that are highly relevant to technology themes after screening; constituents must belong to the industrials, consumer discretionary, healthcare, financials or information technology sectors, and their businesses must be highly related to themes such as the internet (including mobile applications), fintech, cloud, e-commerce, digitalisation or intelligentisation. It is weighted by freefloat market capitalisation with an 8% cap on any single constituent and is reviewed quarterly. The fund adopts a full replication strategy.
CITIC Securities believes the swap facility and the buyback relending programme work in tandem: the former strengthens the financing and equity allocation capacity of securities and fund institutions, while the latter supports listed companies and major shareholders in increasing buybacks and stakes, bringing incremental capital into the market; buyback and stake-increase loans signed so far total about RMB440 billion, with more than RMB280 billion drawn down. The brokerage judges that the measures should ease pessimism and repair risk appetite in the short term, and over the medium term improve the market's supply-demand balance and absorption capacity through institutional allocation and buybacks, with state capital operating platforms potentially playing a demonstrative role if they obtain and deploy additional quotas.
