YUNSHENG (600366.SH): CSRC seeks supplementary filing materials on high energy consumption, emissions and rare earth negative list
NewTimeSpace News: On October 23, 2026, the International Cooperation Department of the CSRC disclosed the supplementary materials requirements for overseas offering and listing filing issued to four companies for the period from October 19 to 23, including Ningbo Yunsheng Co., Ltd. (600366.SH), which must provide supplementary explanations on five matters, with its lawyers to verify and issue clear legal opinions.
The inquiry requires an explanation of whether, given that the Company and its subsidiaries hold Pollutant Discharge Permits and have completed fixed pollution source discharge registrations, the industry in which they operate is a "high energy consumption" or "high emission" industry and whether any such projects exist, with supporting basis; it also requires an explanation of whether the scope of business and actual operations involve dual-use items and technologies prohibited or restricted from export, and whether they comply with the Regulations on Export Control of Dual-Use Items, the Catalogue of Technologies Prohibited or Restricted from Export of China and relevant export control announcements.
The inquiry further requires an explanation of whether the scope of business and actual operations involve the field of "prohibited investment in rare earths, radioactive minerals, and tungsten exploration, mining and beneficiation" under the Special Administrative Measures for Foreign Investment Access (Negative List), with supporting basis; supplementary disclosure of all pending litigation and arbitration, whether such circumstances will materially and adversely affect future operations, whether they constitute a substantive obstacle to the offering and listing and whether they have been fully disclosed as required; and further explanation of the necessity and reasonableness of the Hong Kong listing in light of the use of proceeds.
