I. Market Overview

On September 11, 2026, the three major Hong Kong stock indices opened lower and moved in a choppy range, with the Hang Seng Index down 0.60%, the Hang Seng Tech Index down 0.23%, and the Hang Seng China Enterprises Index down 0.34%. Total turnover of the Hang Seng Index market for the full day was HK$228.4 billion, while southbound capital recorded a net inflow of HK$4.431 billion. Most Hong Kong stock AI concept stocks weakened, with the LLM and Autonomous Driving sectors continuing to face pressure and AI Chips declining across the board.

In the LLM space, TENCENT (00700.HK) rose 0.66%, with ALIBABA-W (09988.HK) and MEITUAN-W (03690.HK) following higher; MINIMAX-W (00100.HK) fell 7.53%, Z.AI (02513.HK) fell 3.17%, and KUAISHOU-W (01024.HK) and Baidu Group-W (09888.HK) followed lower. DeepSeek launched the low-priced V4.1 Flash AI model, charging as little as under 1 US cent per million tokens, further increasing the pricing pressure faced by competitors.

In the AI Chips space, BIREN TECH (06082.HK) fell 5.39%, GIGADEVICE (03986.HK) fell 5.08%, with MONTAGE TECH (06809.HK), ILUVATAR COREX (09903.HK), HUA HONG GRACE (01347.HK) and SMIC (00981.HK) following lower. Selling pressure in the US chip sector overnight, combined with a broad decline in Hong Kong-listed memory chip stocks, left the sector under clear pressure.

In the Autonomous Driving space, WERIDE-W (00800.HK) rose 4.66%, BLACK SESAME (02533.HK) fell 4.91%, PONY-W (02026.HK) fell 2.37%, with ROBOSENSE (02498.HK) and HORIZONROBOT-W (09660.HK) following lower. Overall market sentiment was weak, and the sector lacked an obvious catalyst.

In the Embodied AI space, XIAOMI-W (01810.HK) rose 1.70%, strengthening against the market trend; UBTECH ROBOTICS (09880.HK) fell 3.29%. Xiaomi and others established an intelligent technology company whose business scope includes AI and robotics, boosting market confidence; although UBTECH ROBOTICS won overseas orders worth more than RMB 50 million, it was still weighed down by the pullback sentiment in the robotics sector.

III. AI Industry & Corporate Developments

1. RoboSense Optimizes Its Robotics Business Layout and Resource Allocation and Strengthens the Components Segment

On September 10, RoboSense issued an announcement proposing to sell the group's embodied robotics complete-machine-related business and assets for a total cash consideration of RMB 59.878 million. The announcement made clear that RoboSense will focus on advancing its long-term strategic plan, providing significant and key incremental components for embodied robots beyond its LiDAR product category.

2. Microsoft Reportedly Plans to Expand Data Center Capacity to More Than 38 Gigawatts

On September 11, it was reported that Microsoft (MSFT.US) plans to expand its global data center capacity from the current approximately 12 gigawatts to more than 38 gigawatts by 2032, covering both self-owned and leased facilities and excluding computing capacity leased from companies such as CoreWeave (CRWV.US). At present about 2 gigawatts of capacity is used for the AI business, and by 2032 this proportion is expected to reach about one-third of total capacity. Microsoft's capital expenditure plan for the current fiscal year is US$145 billion. Head of infrastructure Alistair Speirs said that AI tools not only need GPUs but will also increase CPU demand; the East US 3 campus in Atlanta will add about 300 megawatts of capacity this year, mainly deploying Intel CPUs to support general-purpose computing.

3. Nine Departments Issue the "15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry"

The Ministry of Industry and Information Technology and eight other departments issued the "15th Five-Year Plan for the Development of the Intelligent Connected New Energy Vehicle Industry". The plan proposes strengthening the building of fundamental AI capabilities. It calls for promoting technological innovation in AI models, agents and other areas, and taking the lead in applying it in the automotive industry. It calls for accelerating the construction of pilot-testing bases for automotive AI applications and encouraging industry enterprises to build intelligent computing facilities through a combination of public and self-owned approaches. It encourages enterprises to open up more application scenarios and to promote the building of a new ecosystem for the comprehensive application of AI technology. It calls for deepening the application of AI technology on the vehicle side. It calls for strengthening the application of AI in whole-vehicle energy management, motion control, multimodal human-machine interaction, personalized and proactive services, and intelligent fault prediction, among others. Through cross-domain coordination within the vehicle, it aims to realize functions such as cockpit-driving integration and full-scenario adaptive regulation. It promotes the interconnection of automobiles with ecosystems such as intelligent robots, smart homes and smart wearables.

4. DeepSeek Launches Another Low-Priced AI Model, V4.1 Flash

On September 11, DeepSeek released the V4.1 Flash model, a more streamlined AI model that adopts a "causal encoder-decoder" architecture and has 552 billion parameters, but activates only a very small portion of them at each run. DeepSeek said its performance surpasses mainstream models such as Moonshot AI's Kimi K3, while its price is substantially lower than that of competitors, charging as little as under 1 US cent per million tokens.
