In terms of news, on January 6, the Capital Market Authority of Saudi Arabia ("CMA") announced that to attract more overseas capital, the country's capital market will be opened to all categories of overseas investors starting from February 1, meaning the latter can directly participate in transactions in various sectors of the Saudi capital market.

The CMA stated that the board of directors had previously approved amendments to the capital market regulatory framework, abolishing the concept of so-called "Qualified Foreign Investors" ("QFI"), thereby allowing all categories of foreign investors to enter the Saudi capital market without meeting eligibility requirements. At the same time, the amendments also repealed the previous participation rules that only allowed overseas investors to benefit from dividends of listed stocks, and instead granted them the right to directly invest in listed stocks.

According to the statement, as of the end of the third quarter of 2025, the scale of holdings by international investors in the Saudi capital market exceeded 590 billion Saudi riyals (1 US dollar is approximately 3.75 Saudi riyals); in the same period, the international investment in Saudi Arabia's main board market was about 519 billion Saudi riyals.
